I witnessed him park his car (tan ford Taurus) on my street, walk down the bike path to a utility pole and cut the copper ground wire off.

He did this in daylight on 126th st so he clearly has no fear. I'd say he was in his mid 50's, dirty blonde hair, thick rimmed glasses.
